Retail market enacted via budget

Six weeks after the veto, Gov. Spanberger and lawmakers enact a compromise through the state budget: adult-use sales begin July 1, 2027, with up to 350 stores, license applications opening Feb. 1, 2027, and the possession limit doubled to two ounces.
